Hogan’s requirements for proper project close out are that contract work must be satisfactorily completed, outstanding claims must be resolved, change orders must be fully negotiated and processed, extension of time reports must be approved, operations and maintenance manuals must be approved, as built drawings must be completed, and all other contract goals must be achieved. In addition, all certifications and warranties must be in place. A proper project closeout must also conform to the client’s established procedures.
